Chief Financial Officer
The Chief Financial Officer (CFO) is responsible for the professional functions related to the various aspects of financial management for the St. Johns County Sheriff's Office. He reports directly to Sheriff Shoar.
Located within Financial Services are special functions to include:
- The CFO oversees the budget process, and also manages the entire financial cycle of the fiscal year including the year-end external audit and financial statement preparation.
- Other tasks involve the overall supervision and review of the units in the division, and assisting in continuously improving productivity and effectiveness.
- The finance unit handles the day to day accounting such as payroll, accounts payable, treasury management, etc.
- The benefits branch falls within the Division of Financial Services as well.
- Purchasing & the fleet management function are the responsibility of the Financial Services Division.
- The fiscal unit is responsible for the $55,000,000 operating budget and the management of all grants at the Sheriff's Office.
- The CFO also oversees Information Technology (I.T.).
- I.T. manages software applications within the agency relating to Mobile Data Computers (MDT's), Computer Aided Dispatch (CAD), records management, jail management.
- This software resides on SJSO servers which are connected to the County Network.
- Mr. Simpson is the Sheriff's Office representative on the county-wide self funded health insurance committee.
- Capital Improvement requests are also coordinated by the CFO and he represents the Sheriff on the CIP ranking committee annually.
Bio - Mark Simpson, Chief Financial Officer
Mark Simpson grew up in Jacksonville Florida and graduated from Sandalwood High School with an academic scholarship to the University of Florida. While in college, Mark worked for a computer hardware & software company where he learned about cutting edge efficient business practices and developed a passion for technology. He graduated from University of Florida with a Bachelor of Science Degree in Accounting and went to work for a local CPA firm in Jacksonville.
After three years of auditing and tax preparation, Mark went to work for a large client, The City of St. Augustine, where he was appointed Deputy Finance Director. While in that position, Mark completed a Masters degree in Business Administration and fully automated the City’s business practices with an integrated enterprise computer system.
In February of 2005 Mark was appointed Chief Financial Officer of the St. Johns County Sheriff’s Office. Technology is still a passion and work is done every day to make the agency more efficient. In 2006, exams were completed to earn Mark the designation of “Certified Public Finance Officer. In 2010 exams were completed to earn Mark the designation of "Certified Public Accountant" (CPA).
Mark is a dedicated husband and father, an Eagle Scout and Master Mason. Hobbies include technology, learning, classic cars, golf, and traveling.
